Q2 2025: Card Scheme Updates
Your quarterly update for card scheme changes and what they mean for you!

Changes to Authorization Response Codes
Visa will introduce two new response codes in Field 39.
5C (Transaction not supported/blocked by Issuer): For all declines due to Issuer rules for specific card range or BIN. The other one is 9G (Blocked by cardholder/contact cardholder): For cases where the cardholder specifies a transaction block via card and transaction control tools. Also it will map the following two CNP response codes 12 (Invalid transaction) and 15 (No such issuer) to 05 (Do not honor).
Authorization Framework Will Be Expanded to Allow Wider Use of Advance Payment
Visa is expanding its authorization framework to include pre-order sales as a new advance payment category. Effective 18 October 2025, advance payment transactions must be classified with a new advance payment indicator. By adding pre-orders as a new category of advance payment, merchants will be able to obtain and secure payment prior to the good or service being available, eliminating the need for the merchant to send a subsequent authorization at the time the pre-ordered good is available (which is usually well past the normal authorization validity time frame and can sometimes be declined). Securing payment upfront helps take some risk out of the transaction for the merchant.
Mastercard Updating Cryptogram Support Requirements for Acquirers, Merchants and Processors in the Europe Region
Mastercard is instructing acquirers, merchants and processors to update their systems to carry the DSRP cryptogram for remote commerce programs, and conditionally, the AAV cryptogram is required in case of authenticated CITs. Mastercard requires all acquirers in the Europe region to submit the related data elements for secure remote commerce transactions in authorization messages. Silverflow is happy to announce that this functionality is already implemented across the platform, helping to ensure acquirers stay compliant and secure in their transaction processing.
Mastercard Introduces Time-Based Authorization Validity Value Fees in the Europe Region
Mastercard is introducing clearing-submission-time-based fees for the value of authorization validity that acquirers receive when switching transactions through the Mastercard Network. The fee is based on the duration between final authorization approval, and acquirers submission of clearing records, which reflects the consumption of authorization validity benefits acquirers receive. Mastercard will now charge additional fees for transactions submitted 24 hours+ after the authorization. For more details, please reach out to your Silverflow representative.
