Q3 2024 wrap up: Card Scheme Updates

Your quarterly update for card scheme changes and what they mean for you!
Q3 2024 Scheme Updates

Mastercard Transaction Link Identifier (TLID) - Acquirer Action Required

Mastercard is introducing a new transaction identifier called Transaction Link Identifier (TLID). This transaction identifier generated by Mastercard is designed to help promote an improved and consistent linking of life cycle activity occurring after the original transaction and other related transactions. Silverflow has implemented this TLID across the platform and is ready to accommodate the update by Mastercard. In order to proceed with TLID activation, acquirers must reach out to release_matrix_team@mastercard.com with the following information:
- Acquirer ICAs (to be provided by the acquirer);
- Processor ICA (200778);
- Activation date of 16 July 2024

Mastercard Introduces New Data Integrity Monitoring Program Edit for Online Gambling Authorizations

Mastercard is revising the Gambling Authorization 0100 edit to help ensure acquirers are submitting the CVC 2 value, a fully authenticated EMV 3D Secure transaction, a fully authenticated tokenized transaction, or recurring payment transactions that link to a CIT that was authenticated for online gambling transactions in the Authorization Request/0100 message. In essence, this Data Integrity edit will work to ensure that all Gambling Authorizations (MCC: 7995, 7800, 7801, 7802, 9406) either: include the CVC 2 value; or, are fully authenticated. Monitoring of the edit will begin on 1 August 2024. The comply-by date is 1 February 2025, with assessments beginning 30 March 2025.

Mastercard Introduces Revised Standards for Online Authorization of Refund Transactions

Mastercard is announcing revised Standards to require the online authorization of refund transactions conducted at merchants in select regions. Acquirers and their processors in the Asia/Pacific, Europe, Latin America and the Caribbean (excluding Brazil), and Middle East/Africa regions must ensure that all merchants seek online authorization for dual message system-acquired refund transactions, except for refunds for airline transactions and contactless transit aggregated transactions. This change will go into effect on 18 October 2024.

Updated Minimum Data Requirements for EMV 3DS Authentication Requests (Reminder) - AI13666 - 12th of August

Merchants must provide the following data fields listed as mandatory in AI13666 in their authentication request (AReq) messages. The following data fields have been updated from “required conditional” to “required.” The Visa Secure Program Guide will be updated effective 12 August 2024 to reflect these minimum data requirement changes. All fields are present on our 3DS endpoint, however not all are listed as mandatory as this requirement only applies to Visa 3DS authentication requests. Therefore make sure all the mandatory fields will be populated for Visa authentication requests.

Client Implementation Services Pricing Will Be Updated in Europe - AI13870

Per July 1st, Visa will replace this single client service implementation fee with a monthly project management fee, plus a separate configuration fee. This applies to for example a new installation of an acquiring ID.

Acquirers in Europe Will Be Required to Ensure Click to Pay Availability - AI13942

Per October 18th, 2025, European acquirers must ensure that their merchants have the ability to actively offer Click to Pay to cardholders to complete e-commerce transactions. To meet this requirement, the entity providing the Click to Pay solution to the merchant must have completed a Visa Click to Pay certification project in compliance with the Visa Digital Commerce Program (VDCP) Click to Pay role requirements, user experience requirements and interface requirements. Acquirers must ensure that there are no blockers to their merchants accessing a certified Click to Pay solution. Click to Pay brings the security and convenience of face-to-face payments to digital commerce regardless of the device being used by the cardholder. It eliminates the need for consumers to enter card details manually at checkout and removes the reliance on primary account numbers (PANs) for e-commerce.
